What it is
OTCR—the Office of Technical Certification and Research at the New York City Department of Buildings—clears materials, products, and equipment that fall outside the standard Building Code. In restaurant work the most common case is UL2162 approval for burning solid fuel in a commercial cooking system in connection with Fire Code 609.4.2: charcoal grills, char broilers, and coal-fired or wood-fired pizza ovens.
Why it matters to address
Without OTCR approval on file, the Department of Buildings will not sign off on the cooking equipment, inspectors flag the installation, and a Fire Code 609.4.2 violation can sit open against the address. That stalls related Department of Buildings and Fire Department permits, complicates insurance, and lets fines mount the longer the equipment runs uncovered.
